Job Purpose

The Manager – Card Issuing is responsible for leading and expanding the bank’s card business — covering debit, credit, and prepaid cards. This role ensures the successful development, marketing, and management of card products, strategic partnerships, and customer satisfaction.

The successful candidate will focus on:

  • Driving the growth of issued cards and transaction volumes,
  • Enhancing product innovation and profitability, and
  • Promoting financial inclusion through digital card services.

This position requires a visionary leader with a strong understanding of digital banking trends, card systems, and customer needs.

Key Responsibilities

1. Strategic Leadership

  • Develop and implement a comprehensive card issuing strategy aligned with the bank’s vision for digital transformation.
  • Lead innovation in the design, launch, and management of new card programs.
  • Identify emerging opportunities in digital finance and translate them into actionable strategies.
  • Ensure the card issuing business remains compliant with regulatory standards and global payment systems (Visa, Mastercard, etc.).

2. Business Growth and Performance

  • Increase the number of issued and active cards (credit, debit, and prepaid).
  • Drive higher transaction volumes, spend rates, and card revenue growth.
  • Partner with SACCOs, universities, and corporate institutions to expand the reach of prepaid and corporate cards.
  • Identify potential markets for premium and co-branded card products.
  • Set ambitious sales targets and develop marketing campaigns to achieve them.

3. Product Development and Partnership Management

  • Oversee end-to-end card product lifecycle management, from design to launch and post-launch monitoring.
  • Collaborate with vendors, fintech partners, and service providers to enhance customer experience and security.
  • Develop partnerships with merchants and service providers for cardholder promotions, rewards, and loyalty programs.
  • Conduct regular market and competitor analysis to keep BPR Bank’s card portfolio ahead of the curve.
  • Ensure seamless integration between card systems, mobile banking, and online payment solutions.

4. Customer Experience and Service Quality

  • Continuously review and improve service delivery standards for card users.
  • Monitor and resolve customer complaints related to card services promptly.
  • Work with branches and customer service teams to ensure excellent support for cardholders.
  • Conduct education and awareness campaigns to promote safe card usage and fraud prevention.
  • Communicate regularly with cardholders through SMS alerts, marketing newsletters, and loyalty updates to enhance engagement.

5. Credit Risk and Quality Management

  • Review all credit card applications and ensure adherence to scoring models and risk parameters.
  • Maintain high-quality card portfolios by minimizing non-performing loans (NPLs).
  • Liaise with the Consumer Credit Unit for approvals and risk assessment.
  • Regularly review exposure limits and recommend policy updates where necessary.

6. Data Analysis and Reporting

  • Maintain accurate and up-to-date card issuing reports, including TAT (Turnaround Time) tracking, activation rates, and transaction data.
  • Generate monthly and quarterly business performance reports for management review.
  • Use data-driven insights to improve marketing, operations, and decision-making.

Daily Operational Responsibilities

  • Receive and review all incoming card applications for accuracy and completeness.
  • Validate supporting documents and cross-check previous applications linked to the same customer.
  • Forward qualified applications to the Consumer Credit Unit with recommendations.
  • Communicate card application decisions (approval, rejection, or pending review) promptly.
  • Support branch teams with card sales and customer onboarding.
  • Maintain a continuous pipeline of institutional partners for corporate card issuance.

Educational Qualifications

  • Bachelor’s degree in Business Administration, Banking, Finance, or Technology.
  • Professional certifications in Banking, Finance, or Digital Financial Services (DFS) are an added advantage.
  • Additional training in Digital Payments, Fintech, or Card Operations will be an asset.

Professional Experience

  • Minimum of 5 years of progressive experience in:
    • Card Operations / Issuing
    • Credit or Banking Operations
    • Digital Banking / Payments
    • Sales and Customer Relationship Management
  • Proven ability to lead teams, manage projects, and meet business targets.
  • Experience with Visa/Mastercard systems, EMV cards, and digital wallets is preferred.
