Role Purpose

The HR and Administration Officer will manage and support all HR and administrative activities across the company—ensuring compliance, smooth operations, strong staff relations, and effective communication between management and employees.

This is a full-time position based in Nyabimata Sector, Nyaruguru District, Southern Province.

Key Responsibilities

1. HR Coordination, Advisory & Compliance

·       Serve as the main HR contact for employees and management.

·       Interpret and communicate HR policies, procedures, and labour laws.

·       Ensure compliance with health & safety policies.

·       Support internal audits, HR inspections, and follow-up actions.

·       Keep management informed on HR risks and workforce trends.

·       Work collaboratively with the regional HR office on reporting and HR initiatives.

 

2. Recruitment, Selection & Onboarding

·       Manage the full recruitment process: posting vacancies, shortlisting, interviews, and reference checks.

·       Prepare employment contracts and coordinate new hire documentation.

·       Lead onboarding, orientation, and induction programs.

·       Track transfers, promotions, appointments, and contract renewals.

 

3. Employee Relations, Grievances & Disciplinary Management

·       Address complaints, workplace disputes, and employee concerns promptly.

·       Facilitate fair grievance and disciplinary processes.

·       Prepare HR letters including warnings and show-cause notices.

·       Strengthen communication and trust between teams and management.

·       Collaborate with worker committees and local authorities where needed.

 

4. HR Administration & Records Management

·       Maintain employee files, leave databases, attendance records, and HR documents.

·       Ensure accurate data entry and updates in HR systems.

·       Track contract timelines for renewals, transfers, and exits.

·       Prepare regular HR reports for management.

 

5. Compensation & Benefits Management

·       Prepare accurate payroll inputs each month.

·       Support employees with medical insurance and benefits.

·       Work with finance on budgeting and HR-related reporting.

·       Guide staff on eligibility for entitlements and claims.

·       Maintain full compliance with labour laws and internal policies.

 

6. Performance Management & Staff Development

·       Guide the performance appraisal process, including KPIs and evaluations.

·       Support supervisors in implementing performance improvement plans.

·       Identify learning needs and support staff training.

·       Conduct employee satisfaction surveys to guide continuous improvement.

 

7. Employee Welfare, Health & Safety

·       Coordinate welfare initiatives such as housing and medical arrangements.

·       Support regular safety inspections to ensure compliance.

 

8. Offboarding & Exit Management

·       Manage the entire exit process including clearance, interviews, and documentation.

·       Collaborate with finance to prepare final dues.

·       Properly close employee files and ensure compliance with HR standards.

Required Qualifications, Skills & Competencies

To succeed in this role, applicants should have:

·       Higher National Diploma in Human Resources Management (minimum).

·       3+ years of relevant experience in HR or administration.

·       Strong knowledge of Rwandan labour laws.

·       High level of confidentiality and professionalism.

·       Excellent communication in English and Kinyarwanda (French is a bonus).

·       Strong interpersonal and conflict resolution abilities.

·       Ability to work independently, especially in rural settings.

·       Good computer skills (MS Office).
