Project Overview: Empowering
500,000 Youth Across Rwanda
Rwanda’s rural youth often face high unemployment, limited access to
finance, and few opportunities to join profitable agricultural value chains.
This multi-year project aims to change that by supporting 500,000
youth to:
· Access
agribusiness opportunities
· Adopt
climate-resilient farming techniques
· Improve
crop productivity and postharvest handling
· Strengthen
market linkages
· Build
viable youth cooperatives
· Connect
with input suppliers and financial institutions
Field Officers are the backbone of this project,
translating the national vision into real change at the village level.

Key Responsibilities
1. Field Activity
Implementation (20%)
· Lead
day-to-day execution of project activities in selected value chains
· Implement
climate-smart agriculture innovations in rural communities
· Ensure
activities align with project goals, seasonal calendars, and district needs
· Collaborate
with technical teams to guarantee smooth implementation
2. Youth & Community
Mobilization (15%)
· Mobilize
youth groups, farmers, women, and local leaders to participate in project
interventions
· Promote
gender-sensitive and inclusive programming
· Conduct
awareness campaigns on agribusiness opportunities
· Strengthen
trust and community ownership
3. Cooperative & Group
Strengthening (10%)
· Support
formation of farmer groups and youth agribusiness cooperatives
· Facilitate
leadership, governance, financial literacy, and teamwork training
· Promote
collective bargaining, shared resources, and cooperative marketing
4. Agricultural Extension
& Climate-Smart Practices (15%)
· Deliver
practical agricultural extension services tailored to local conditions
· Promote
climate-resilient techniques such as:
o
Soil conservation
o
Water harvesting
o
Drought-resistant crops
o
Sustainable land management
· Conduct
demonstration plots and on-farm visits
5. Market Access & Input
Linkages (10%)
· Connect
youth and farmers with agro-input suppliers
· Facilitate
access to financial services (SACCOs, MFIs, banks)
· Strengthen
linkages with buyers, aggregators, processors, and value-chain actors
· Promote
inclusive, youth-friendly agribusiness models
6. Trainings &
Stakeholder Engagement (10%)
· Organize
capacity-building workshops
· Facilitate
business development training
· Coordinate
dialogues with local government, private sector, and partners
· Document
success stories and best practices
7. Data Collection,
Reporting & MEL (10%)
· Collect
accurate field data (attendance, yields, adoption rates, market activity)
· Support
Monitoring & Evaluation (M&E) activities
· Ensure
timely and high-quality reporting
· Contribute
to learning systems and knowledge sharing
8. Relationship Building
& Community Partnerships (10%)
· Maintain
strong relationships with community leaders, cooperatives, agribusinesses, and
local authorities
· Represent
the project in meetings, districts forums, and agricultural platforms
· Build
partnerships that sustain project impact beyond implementation
Required Qualifications
Education
· Bachelor’s
degree in Agriculture, Agribusiness,
Rural Development, Agroecology,
or a related field
Professional Experience
· Minimum
5 years experience in:
o
Agricultural extension
o
Rural development
o
Youth programs
o
Farmer group facilitation
· Proven
community mobilization and stakeholder engagement skills
· Practical
experience working in rural settings
· Fluency
in Kinyarwanda and good communication in English
· Experience
with donor-funded projects is a strong asset
Additional Desirable Skills
· In-depth
understanding of agriculture and climate-smart practices
· Experience
facilitating participatory rural appraisal (PRA) sessions
· Familiarity
with value-chain development and market systems
· Ability
to mentor youth and farmer groups
· High
cultural sensitivity and community respect
· Excellent
documentation and reporting skills
