Position Overview: Coordinator – Musanze District

TI-Rwanda seeks a highly motivated and ethically grounded legal professional to serve as the District Coordinator in Musanze. The Coordinator will oversee program implementation, citizen engagement, and legal support services in Musanze and neighboring districts: Burera, Nyabihu, Gakenke, and Rubavu.

  • Reporting to: Regional Coordinator
  • Deadline: 28 November 2025 at 5:00 PM

This role requires immediate availability, strong legal expertise, and passion for citizen-centered governance initiatives.

Key Responsibilities

1. Citizen Legal Support & Advocacy

  • Serve as TI-Rwanda’s primary focal person in Musanze and nearby districts.
  • Receive and manage complaints of corruption, injustice, and related offenses.
  • Provide high-standard legal advice and guidance to victims.
  • Maintain regular contact with clients to ensure timely updates and support.
  • Guarantee confidentiality and ethical handling of all client data.

2. Case Management & Documentation

  • Organize and maintain physical and electronic complaint files professionally.
  • Ensure all evidence is properly collected, classified, and stored.
  • Submit regular reports to the Policy and Legal Coordinator.

3. Coordination of Citizens Concerned Committees (CCCs)

  • Monitor activities of CCCs in Musanze, Burera, Nyabihu, Gakenke, and Rubavu.
  • Lead training, facilitation, and engagement initiatives for CCC members.
  • Ensure TI-Rwanda equipment and client documents are properly managed.

4. Project Leadership – ISDA

  • Lead Inclusive Service Delivery in Africa (ISDA) activities in assigned districts.
  • Conduct awareness campaigns to promote accountability and transparency in schools, health facilities, and public services.
  • Organize mobile ALACs, community meetings, radio programs, and TV discussions to engage citizens.
  • Collaborate with local leaders and government structures to enhance program effectiveness.

 

Qualifications & Experience Required

  • Bachelor’s degree in Law (mandatory)
  • Post-graduate ILPD Diploma in Legal Practice (added advantage)
  • Minimum 3 years of experience in legal practice or related roles
  • Proven experience working with civil society organizations, community structures, and local government actors
  • Strong facilitation, training, and community engagement skills
  • Excellent report writing, communication, and interpersonal skills
  • Fluent in Kinyarwanda, with working knowledge of English and/or French
  • Ability to reside in Musanze and travel extensively across assigned districts
