Overview
UNICEF Rwanda is hiring a Senior Consultant to
support the Ministry of Education in
conducting the Mid-Term Review (MTR) of
the Rwanda Partnership Compact implementation.
This short-term consultancy (4 months, remote-based) offers a rare
opportunity for a high-level education policy and planning expert to contribute
directly to Rwanda’s education system transformation.

About the Rwanda Partnership
Compact
The Rwanda Partnership Compact,
developed in 2023, is a national roadmap for education system
transformation.
It focuses on three core outcomes:
1. Improved
foundational learning for all children.
2. Timely
enrollment and progression across all education levels.
3. Enhanced
sector capacity, leadership, coordination, and financing.
The compact was built following Global Partnership for
Education (GPE) guidelines and reflects Rwanda’s firm commitment
to equity, inclusion, and lifelong learning.
By April 2025, the Compact reached its midpoint,
making it the right moment for a rigorous mid-term review to assess progress
and re-align actions with the ESSP (2024–2029).
Purpose of the Consultancy
The consultant will lead and coordinate the Mid-Term Review
(MTR) of the Rwanda Partnership Compact, working directly with
the Ministry of Education and in collaboration with UNICEF
and education sector stakeholders.
The MTR aims to:
· Review
progress and achievements under the Partnership Compact.
· Assess
contributions of different programs toward reform goals.
· Align
the Compact with the new Education Sector Strategic Plan (ESSP
2024–2029).
· Identify
6–10 key actions to accelerate progress.
· Propose
new GPE 2030 funding areas and potential
triggers.
This process will culminate in a high-level endorsement
meeting where findings and future actions are agreed upon by
the Education Sector Working Group.
Key Responsibilities
As the Senior Consultant, you will:
1️ Preparation and Country Self-Assessment
· Design
a plan and timeline for the mid-term review process.
· Lead
the task team from the Education Sector Working Group (ESWG).
· Conduct
desk reviews, interviews, and consultations with key stakeholders.
· Analyze
implementation progress against indicators.
· Complete
the GPE MTR questionnaire, covering enabling factors
and progress on the theory of change.
2️ Lead Inclusive Dialogue and Draft the Midterm Review Memo
· Facilitate
participatory consultations with government officials, education partners, and
donors.
· Propose
changes and strategic adjustments to the Compact.
· Identify
new GPE 2030 top-up triggers and financing areas.
· Draft
the Midterm Review Memo, summarizing progress,
challenges, and next steps.
3️ Facilitate Endorsement and Finalization
· Lead
the endorsement meeting with the Ministry of
Education and partners.
· Integrate
all feedback into the final MTR documents.
· Prepare
the Final Partnership Compact and Endorsed
Review Memo for submission.

Qualifications and
Requirements
To be considered, applicants must meet the following criteria:
Education
· Advanced
university degree (Master’s or higher) in Economics,
Education Sciences, Education
Policy and Planning, or related fields.
· A
PhD in a relevant discipline is an asset.
Professional Experience
· At
least 8 years of relevant experience
in education policy, planning, administration, and monitoring &
evaluation (M&E).
· Familiarity
with GPE processes and Partnership
Compact frameworks is highly desirable.
· Proven
experience in developing or reviewing education policy and
strategy documents.
· Strong
understanding of the Rwandan or regional education system
context.
Skills and Competencies
· Excellent
analytical, conceptual, and strategic thinking
skills.
· Strong
coordination and facilitation skills with
multi-stakeholder groups.
· Exceptional
communication, report writing, and presentation
abilities.
· Demonstrated
ability to deliver high-quality outputs under tight
deadlines.
