Salary Information

Annual Salary Range:
RWF 17,678,313 – RWF 29,019,040 (Gross, per year)

This position offers a competitive local compensation package under the U.S. Mission Local Employment (LE) system.

 

About the Opportunity

The Embassy of the United States of America in Kigali invites qualified and motivated individuals to apply for the position of Administrative Assistant (Administrative/Budget Assistant) with the U.S. Food and Drug Administration (FDA) Africa Regional Office.

This is a strategic support role responsible for overseeing administrative operations, budget management, and financial coordination, ensuring compliance with U.S. Government policies and procedures. The role directly supports FDA leadership in advancing public health initiatives across Africa.

 

Key Duties and Responsibilities

The Administrative/Budget Assistant will:

  • Manage and monitor the office budget, including planning, tracking, and reporting
  • Ensure compliance with U.S. Government budgeting, finance, and accounting regulations
  • Provide high-level administrative support to FDA leadership
  • Advise management on current and future administrative and resource needs
  • Assist with financial forecasting and expenditure analysis
  • Streamline and improve administrative systems and procedures
  • Maintain accurate documentation and records using Microsoft Office and SharePoint
  • Work independently with minimal supervision while maintaining accuracy and confidentiality

Security Clearance Requirement

 Public Trust  Background Investigation Required

All selected candidates must be able to obtain and maintain a Public Trust clearance.

 

Education Requirements

 Bachelor’s Degree (Required) in one of the following fields:

  • Business Administration
  • Accounting
  • Finance
  • Management

 Applicants must clearly address this requirement in the Education section of the ERA application.

 

Experience Requirements

 Minimum of three (3) years of administrative experience, including:

  • Demonstrated familiarity with U.S. Government budgeting and financial procedures
  • Experience in finance, administration, or budget management roles

 This must be addressed under Major Duties and Responsibilities in the ERA application.

 

Language Requirements

Required Languages:

  • English: Good working knowledge (speaking, reading, writing)
  • Kinyarwanda: Good working knowledge (speaking, reading, writing)

 

Required Knowledge, Skills & Abilities

  • Proficiency in Microsoft Word, Excel, Outlook, and SharePoint
  • Strong knowledge of U.S. Government financial and accounting systems
  • High level of accuracy, organization, and attention to detail
  • Ability to work independently with minimal supervision
  • Strong administrative, analytical, and communication skills

Appointment Details

  • Appointment Type: Permanent (Indefinite)
  • Probation: Subject to successful completion of probationary period
  • Start Date: Must be able to begin work within two (2) weeks of receiving authorization and/or clearance
