Shape the Future of Digital Education in Rwanda

The Rwanda ICT Chamber, one of Rwanda’s most influential ICT and innovation bodies, is inviting applications for an experienced and visionary Program Manager to lead the EdTech Fellowship Program.

This flagship initiative—supported by the Mastercard Foundation is designed to accelerate education technology startups, strengthen national EdTech coordination, and build long-term institutional capacity within Rwanda’s digital education ecosystem.

Established in 2011, the Rwanda ICT Chamber is a non-profit, member-based organization operating under the Private Sector Federation (PSF). The Chamber represents 500+ ICT companies, including startups, SMEs, and major technology firms.

About the EdTech Fellowship Program

The EdTech Fellowship Program is a high-impact, multi-year initiative designed to:

·       Accelerate growth-stage EdTech startups

·       Strengthen policy alignment and ecosystem coordination

·       Build sustainable institutional capacity for EdTech support in Rwanda

The program is delivered in partnership with Injini and CMU-Africa (LSFI) and works closely with government institutions such as MINEDUC, MINICT, REB, and RTB.

Core Program Pillars You Will Lead

1 EdTech Accelerator

Supporting promising EdTech startups to scale products, improve learning outcomes, and attract investment.

2 EdTech Ecosystem Coordination Office

Bringing together government, schools, investors, startups, and development partners to strengthen Rwanda’s EdTech market system.

3 ICT Chamber Institutional Capacity Strengthening

Ensuring long-term sustainability, systems development, and local ownership of EdTech support initiatives.

Key Responsibilities (Expanded)

Strategic Program Leadership

·       Provide overall leadership for the EdTech Fellowship Program

·       Lead annual planning, budgeting, and workplan execution

·       Ensure seamless coordination across all program pillars

·       Drive alignment with Rwanda’s digital education and skills development priorities

EdTech Accelerator & Startup Management

·       Lead recruitment, selection, onboarding, and management of EdTech startups

·       Oversee accelerator curriculum design, mentorship frameworks, and learning outcomes

·       Supervise Entrepreneurs-in-Residence, Education Specialists, and technical mentors

·       Ensure high-quality support in:

o   Business development

o   Pedagogy and learning science

o   Product testing and iteration

o   Investment readiness and fundraising

·       Lead Demo Day planning and post-program startup support

Ecosystem Coordination & Policy Engagement

·       Lead the EdTech Coordination Office

·       Build and manage partnerships with:

o   Government institutions (MINEDUC, MINICT, REB, RTB)

o   Schools, universities, and training institutions

o   Investors, donors, and ecosystem organizations

·       Support policy dialogue and market system strengthening

·       Coordinate ecosystem events, roundtables, workshops, and collaboration platforms

Institutional Capacity Strengthening

·       Strengthen ICT Chamber internal systems, processes, and staff capacity

·       Ensure structured knowledge transfer from Injini to the ICT Chamber team

·       Support long-term sustainability and local ownership of EdTech initiatives

·       Supervise staff, consultants, fellows, and interns

Monitoring, Evaluation, Learning (MEL) & Compliance

·       Work closely with the MEL Manager to track KPIs, outcomes, and impact

·       Ensure strong risk management and donor compliance

·       Lead high-quality reporting to the Mastercard Foundation and partners

·       Use data and evidence to drive adaptive management and continuous improvement

Communications, Visibility & Representation

·       Represent the EdTech Fellowship at national, regional, and global forums

·       Oversee communications, branding, and storytelling

·       Lead high-profile events including:

o   Demo Days

o   Learning exchanges

o   Investor engagement forums

Required Qualifications & Experience

Education

·       Master’s degree in Business, Education, Technology, Project Management, or a related field

Experience

·       8+ years of progressive experience in:

o   Program management

o   EdTech or education innovation

o   Entrepreneurship or startup ecosystems

o   Innovation, policy, or development programs

·       Proven leadership in multi-stakeholder initiatives

·       Experience working with government, startups, investors, and development partners

Skills & Languages

·       Strong strategic planning and execution skills

·       Excellent stakeholder engagement and communication

·       Fluency in English and Kinyarwanda

Core Competencies

·       Strategic leadership and systems thinking

·       Partnership building and ecosystem development

·       Strong project delivery and risk management

·       Team leadership, coaching, and collaboration

·       Deep interest in EdTech, education systems, and innovation ecosystems
