What You Will Do (Key Responsibilities)
As an RTB Quantity Survey
Specialist, you will play a central role in planning, costing, budgeting,
evaluating and ensuring value-for-money on public infrastructure projects. Your
responsibilities include:

Feasibility & Project Planning
- Participate in feasibility studies for upcoming RTB
construction and refurbishment projects.
- Transform client requirements into technical and costed
project plans.
- Evaluate project viability, risks, and financial
projections.

Bills of Quantities (BoQs) & Cost
Analysis
- Review BoQs prepared by external consultants for
accuracy, completeness, and compliance.
- Independently prepare BoQs and Schedules of Quantities
for selected public projects.
- Execute cost analysis, cost control, and value
engineering throughout the project lifecycle.

Project Monitoring & Budget Control
- Track project progress to ensure alignment with
timelines and budgets.
- Verify actual quantities before processing contractor
payments.
- Adjust cost forecasts when changes occur in design or
project scope.

Tendering, Procurement & Contracts
- Prepare tender documents, contractual agreements, and
budget summaries.
- Advise on procurement strategies that reduce cost while
maintaining quality.
- Source and select construction materials aligned with
national standards.

Compliance & Technical Standards
- Ensure full adherence to construction safety
regulations.
- Maintain robust project documentation for audits and
quality assurance.
- Uphold RTB’s construction policies, maintenance
standards, and technical protocols.
6 Stakeholder
Coordination
- Work with project managers, engineers, contractors,
subcontractors, and site managers.
- Communicate clearly and efficiently with clients and
technical teams.
- Conduct on-site measurements, evaluations, and work
verifications.
Required Qualifications
Education
Requirements
- Bachelor’s Degree
in Quantity Surveying
→ Minimum 5 years of relevant experience - Master’s Degree
in Quantity Surveying
→ Minimum 3 years of relevant experience
Mandatory
Requirements
- Registration with the Institution of Quantity
Surveyors
- Valid practicing certificate
- Proof of relevant working experience

- Deep understanding of construction materials

- Familiarity with national/regional/international
construction standards
- Understanding of asset management & road inspection
frameworks
- Competence in CAD, MS Project, Excel, Word and

Languages
- Fluency in Kinyarwanda and English
