Position Overview: Research, Monitoring & Evaluation
Officer
Type: Full-Time

Eligibility: Must already be legally eligible to work in Rwanda (no
sponsorship)
The RM&E Officer plays a
vital role in ensuring that Room to Read Rwanda’s programs are grounded in
strong evidence, supported by accurate data, and continuously improved through
research and learning.
You will work closely with:
- The Country Director
- The Literacy Director
- The Regional and Global RM&E Teams
- Program officers and field facilitators
Your work will directly guide
program quality, strategic decisions, and long-term impact for children across
Rwanda.
Key Responsibilities
1.
Research Design & Planning
- Identify priority research questions aligned with
program improvement.
- Design study methodologies, sampling frameworks, and
data tools.
- Prepare research budgets, plans, protocols, and ethical
considerations.
2.
Research & Evaluation Implementation
- Lead and oversee all in-country research and evaluation
activities.
- Coordinate Rwanda’s participation in global or
multi-country studies.
- Conduct field supervision to ensure quality, ethics,
and data integrity.
3.
Data Collection, Analysis & Reporting
- Support qualitative, quantitative, and mixed-method
data gathering.
- Analyze datasets using SPSS, STATA, Excel, or
specialized tools.
- Draft evaluation reports, learning briefs, policy
insights, and case studies.
4.
Monitoring & Data Quality Assurance
- Track program indicators, outputs, and targets.
- Conduct routine data verification, spot checks, and
quality audits.
- Ensure timely, accurate, and high-quality monitoring
data.
5.
Coordination & Team Collaboration
- Align research priorities with country, regional, and
global RM&E teams.
- Support program staff on monitoring needs and tools.
- Collaborate with government and technical partners when
needed.
6.
Capacity Building & Technical Support
- Train team members and field staff on M&E tools and
data quality.
- Strengthen organizational learning and evidence-driven
culture.
7.
Additional Responsibilities
- Carry out any other tasks assigned by the Country
Director to advance research and learning.
Required Qualifications
Education
- Bachelor’s degree in Monitoring & Evaluation,
Statistics, Education, Social Sciences, Research, or related field.
Experience
- 5–7 years of research, M&E, or evaluation
leadership experience.
- Strong background developing methodologies, tools, and
sampling strategies.
- Experience leading qualitative, quantitative, or
mixed-method studies.
Technical
Skills
- Proficiency in SPSS, STATA, Excel, or qualitative
analysis software.
- Strong ability to analyze, interpret, and present
complex data.
- Excellent report writing and documentation skills.
Professional
Competencies
- Strong communication and collaboration ability.
- Capacity to train teams and provide technical support.
- Ability to travel frequently across the country for
field supervision.
Child Protection & PSEA (Protection From Sexual
Exploitation & Abuse)
Room to Read prioritizes child
safety above everything else. Principles include:
- Zero tolerance
for child abuse or exploitation
- Ensuring every child’s right to dignity, respect, and
protection
- Mandatory adherence to Child Protection Policy and Code
of Conduct
- Survivor-centered approach for all PSEA-related cases
- Staff must maintain respectful, professional behavior
at all times
