About the RISE Rwanda Program

A National Priority with Global Backing

The Resilience in Secondary Education (RISE) program is a flagship national initiative led by Rwanda’s Ministry of Education (MINEDUC), in collaboration with the Mastercard Foundation, UNICEF, and trusted national and international partners.

RISE is designed to address one of the most pressing challenges facing Rwanda and many countries globally:
how to bring millions of out-of-school youth back into accredited education while preparing them for the future of work.

Who the Program Serves

Over the next decade, RISE aims to reach 1.1 million out-of-school youth aged 16–30, offering:

·       Flexible, technology-enabled secondary education

·       Nationally accredited certification

·       Vocational and entrepreneurship skills

·       Life skills aligned with Rwanda’s Vision 2050

This is not remedial education. It is future-focused, dignity-centered learning that meets young people where they are.

Why Learning Facilitators Are the Heart of RISE

Digital platforms alone do not transform lives. People do.

Learning Facilitators are the bridge between technology and human connection. They turn tablets into tools of hope, and lessons into pathways toward employment, leadership, and self-belief.

·       A mentor to youth rebuilding confidence

·       A digital coach in communities with limited exposure to technology

·       A trusted guide connecting learners to opportunity

·       A local leader supporting national education goals

Who Is Recruiting?

Recruitment is conducted by RISE’s trusted implementing partners:

·       Imbuto Foundation

·       Catholic Relief Services (CRS)

·       Young Women’s Christian Association (YWCA) Rwanda

These organizations support program implementation across all districts of Rwanda, ensuring learning hubs are rooted in local communities.
