Job Purpose                     

The Accountant will play a key role in ensuring proper financial management, budget control, and compliance with national and international accounting standards. The position involves managing daily financial transactions, preparing reports, and facilitating both internal and external audits.

You’ll be part of a dedicated finance team that values transparency, efficiency, and innovation — essential principles for a modern public institution.

Detailed Job Responsibilities

As an Accountant at the City of Kigali, you will:

·       Maintain accounting, budget, and financial records in accordance with public finance laws and institutional policies.

·       Ensure accurate receipt, custody, and disbursement of funds.

·       Facilitate internal and external audit exercises and ensure that audit recommendations are implemented.

·       Prepare, pre-check, and verify payment documents for goods and services to ensure accuracy and compliance.

·       Maintain Cash Books and General Ledgers using accounting software for proper tracking of all transactions.

·       Prepare monthly bank reconciliation statements and resolve discrepancies.

·       Produce timely financial reports and statements, ensuring they meet IPSAS and IFRS standards.

·       Assist in budget execution and monitoring.

·       Support financial planning and provide insights to management for decision-making.

·       Perform any other duties assigned by the Director of Finance Unit.

Required Academic Qualifications

Applicants must hold a Bachelor’s Degree in one of the following fields:

·       Accounting

·       Finance

·       Economics

·       Management

In addition, candidates must have at least foundation level one in one of the following professional accounting certifications:

·       CPA (Certified Public Accountant)

·       CIA (Certified Internal Auditor)

·       CPFA (Certified Public Finance Accountant)

·       CPFM (Certified Public Financial Manager)

·       ACCA (Applied Knowledge Level)

·       Stage Two of CAT/API Certificate

Experience Required: 0 years
(This position welcomes fresh graduates who meet the academic and professional qualifications.)

Required Competencies and Key Technical Skills

·       Digital Literacy: Competence in using accounting software and digital reporting systems.

·       Knowledge of Financial Standards: Understanding of IPSAS, IFRS, and ISSAs.

·       Communication Skills: Ability to present financial data clearly and effectively.

·       Language Fluency:

o   Kinyarwanda (required)

o   English and/or French (required; knowledge of all is an advantage)

Assessment and Examination Process

The recruitment process will include three examination stages:

1.     Psychometric Test – To evaluate logical reasoning, problem-solving, and decision-making.

2.     Written Examination – To assess technical knowledge in accounting and financial management.

3.     Oral Interview – To evaluate communication, critical thinking, and interpersonal skills.
