About the Rwanda Green Fund (FONERWA)

The Rwanda Green Fund (FONERWA) is a groundbreaking environment and climate investment fund driving Rwanda’s green growth and low-carbon transformation. Established to finance the Green Growth and Climate Resilience Strategy, the Fund supports the country’s mission to achieve carbon neutrality by 2050.

Since its inception, FONERWA has mobilized over USD 250 million for 46 green investments across renewable energy, green cities, biodiversity conservation, and sustainable transport. Through these initiatives:

  • More than 176,000 green jobs have been created,
  • 88,000 households have gained access to off-grid clean energy,
  • 126,000 tons of CO₂ emissions have been avoided, and
  • 120,000 people have been supported to adapt to climate change.

About the Ngaruyinka Project

The Ngaruyinka Project, part of the Green City Kigali (GCK) initiative, aims to transform vulnerable informal settlements into sustainable, climate-resilient urban communities. Located in Kinyinya Hill, Gasabo District, the project seeks to:

  • Provide affordable and green housing,
  • Strengthen water, sanitation, and renewable energy systems,
  • Improve roads and urban infrastructure, and
  • Build capacity for future low-carbon urban development across Rwanda.

The project also integrates gender equality, acknowledging the higher climate impact on women and promoting inclusive, low-emission development aligned with Rwanda’s Vision 2050.

Open Positions

The Rwanda Green Fund is recruiting for three key technical positions under the Ngaruyinka Project.

1️ Renewable Energy Specialist

Supervisor: Project Manager, Ngaruyinka

Key Responsibilities

  • Conduct energy demand assessments for homes, institutions, and street lighting.
  • Prepare designs, BoQs, and technical specifications aligned with RURA, REG, and IEEE standards.
  • Evaluate clean cooking solutions such as LPG, biogas, and electric stoves.
  • Manage procurement processes, bid evaluations, and contract supervision.
  • Oversee construction, testing, and commissioning of energy systems.
  • Develop O&M manuals, train local technicians, and build community energy committees.

Qualifications

  • Master’s in Renewable Energy, Electrical Engineering, or Energy Systems.
  • At least 5 years’ experience in renewable energy projects (solar PV/off-grid preferred).
  • Proven experience in project design, supervision, and community engagement.
  • Professional registration is an added advantage.

 

2️ Road Engineer

Supervisor: Project Manager, Ngaruyinka

Key Responsibilities

  • Conduct surveys, geotechnical studies, and traffic assessments.
  • Design roads, pavements, and walkways integrating sustainable urban design principles (e.g., swales, permeable pavements).
  • Supervise road construction, quality control, and traffic management.
  • Ensure compliance with climate-resilient road design principles.
  • Manage contracts, bid evaluations, and payment validations.

Qualifications

  • Bachelor’s or Master’s degree in Civil, Highway, or Transport Engineering.
  • Registered with the Institution of Engineers in Rwanda (IER).
  • Minimum 10 years’ experience (Bachelor) or 5 years (Master) in urban road design and supervision.
  • Proficiency in Civil 3D or OpenRoads Designer required.
  • Experience in low-carbon and climate-resilient infrastructure is essential.

 

3️ Water and Sanitation Specialist

Supervisor: Project Manager, Ngaruyinka

Key Responsibilities

  • Lead the design of WASH systems, including water supply, sanitation, and stormwater management.
  • Integrate nature-based solutions such as swales, infiltration ponds, and rain gardens.
  • Supervise construction, testing, and commissioning of WASH infrastructure.
  • Promote hygiene, gender inclusion, and disability-friendly facilities.
  • Conduct community training and develop O&M manuals for sustainability.
  • Manage procurement, contracts, and payment certifications.

Qualifications

  • Bachelor’s or Master’s degree in Water Resources, Civil, or Environmental Engineering.
  • Minimum 10 years’ experience (Bachelor) or 5 years (Master) in WASH planning and supervision.
  • Strong knowledge of Rwanda’s WASH policies (WASAC, RURA).
  • Experience integrating climate-resilient, nature-based solutions in infrastructure projects.
