Job Overview

The Financial Innovation Officer will support initiatives that promote financial inclusion and digital transformation in Rwanda.
You’ll contribute to policy design, innovation ecosystems, and strategic projects that enable banks, insurers, FinTechs, and other financial institutions to serve all Rwandans — especially women and underserved groups.

This is a high-impact position that combines finance, technology, and policy innovation.

Key Responsibilities

• Design and Implement National Strategies for financial inclusion and innovation within Rwanda’s financial sector.
• Advise on regulatory reforms and policies to strengthen financial infrastructure and market development.
• Lead cross-sectoral projects across banking, insurance, pensions, and FinTech to promote inclusive finance.
• Champion gender-inclusive finance frameworks that remove barriers for women and marginalized communities.
• Support digital financial services development — including mobile banking, InsurTech, RegTech, and digital credit scoring.
• Foster innovation ecosystems by helping create regulatory sandboxes, innovation hubs, and Open Finance platforms.
• Enhance financial institutions’ capacity to serve rural and low-income segments.
• Promote inclusive insurance and microfinance, driving access to affordable and reliable financial services.
• Integrate climate and gender-responsive finance into broader financial sector strategies.
• Collaborate with banks, FinTechs, and development partners to drive innovation and inclusion.
• Represent the Central Bank in national and international events on financial inclusion and innovation.
• Lead training and knowledge-sharing programs for internal and external stakeholders.

Job Requirements

Education

• Master’s degree in Finance, Economics, Business Administration, Information Technology, Data Analytics, Data Science, or any related field.

Experience

• At least 5 years of experience in finance, fintech, analytics, or innovation roles within the financial services sector.

Preferred Skills

• In-depth knowledge of financial inclusion, fintech innovation, and regulatory frameworks.
• Excellent analytical, problem-solving, and policy advisory skills.
• Proven experience managing multi-sectoral partnerships.
• Strong communication and leadership abilities.
• Experience with digital finance, data analytics, and sustainable finance will be an added advantage.
