The Deutsche Gesellschaft für
Internationale Zusammenarbeit (GIZ) GmbH is hiring a District Advisor on
Social Protection and Governance under its Digital and Adaptive Social
Protection Project (DASP) and Local Government for Poverty Reduction
Project (LG4P).
This role will be based in Nyabihu
District, with additional support to Burera and one more district.
The contract runs until 31 December 2026, with the possibility of
extension.

The DASP Project focuses on
strengthening Rwanda’s social protection system, especially digital tools like
the Imibereho social registry and shock-responsive programs.
The LG4P Project promotes inclusive,
poverty-oriented governance, improving service access for vulnerable
groups, strengthening financial management, and ensuring meaningful citizen
participation.
Position
Overview
Position Title: District Advisor on Social Protection and Governance
Projects: DASP & LG4P
Location: Nyabihu District (with support to Burera + one additional
district)
Contract Type: Fixed-term until 31.12.2026 (extension possible)
Salary Band: 4

Key
Responsibilities
As a District Advisor, you
will:
- Provide technical support in the implementation of
the Vision Umurenge Programme (VUP).
- Strengthen public service delivery, financial
management, and budgeting at district and sector levels.
- Promote citizen participation and inclusiveness,
ensuring women, youth, and persons with disabilities are actively
involved.
- Support the Imibereho dynamic social registry
and shock-responsive cash transfer projects.
- Facilitate digital payment roll-outs to improve
efficiency in service delivery.
- Coordinate with stakeholders (CSOs, JADF, private
sector) to enhance governance and poverty reduction efforts.
- Support climate-smart public works projects by
helping districts secure additional financing (e.g., climate funds).
- Manage citizen complaints effectively through the E-citizens
system.
Required
Qualifications & Skills
- Bachelor’s or Master’s degree in Social Protection,
Governance, Public Administration, Social Sciences, or Development Studies.
- Experience working with local governments in Rwanda.
- Strong background in social protection systems
(digital and shock-responsive approaches preferred).
- Knowledge of digital tools for development and
targeting methods.
- Expertise in inclusive service delivery –
ensuring no one is left behind.
- Proven ability to deliver capacity-building
activities.
- Fluency in Kinyarwanda and English (French is an added advantage).
